Crime Victim Assistance Program Counselling: The Complete Guide

By Counsel Me Vancouver · Published October 10, 2026

Crime Victim Assistance Program counselling is a therapeutic process between a client and a trained mental health professional, most often a Registered Clinical Counsellor (RCC), for individuals affected by crime in British Columbia, funded in whole or in part through the province's Crime Victim Assistance Program (CVAP). The practice addresses presenting concerns ranging from post-crime traumatic stress to difficulty trusting others, applying trauma-focused modalities including EMDR, Trauma-Focused Cognitive Behavioural Therapy, and safety planning. The service exists within the broader category of trauma-informed mental health care, distinct from legal or victim-services case management focused on the criminal justice process itself.

Presenting Concerns

Crime Victim Assistance Program counselling addresses a defined set of presenting concerns tied to the psychological impact of crime victimization. Post-crime traumatic stress describes the acute or ongoing distress response following a crime, frequently involving heightened anxiety and disrupted sleep. Hypervigilance describes a persistent state of heightened alertness to potential danger following the incident. Avoidance behaviour describes a client's tendency to avoid locations, people, or situations connected to the crime. Intrusive memories describe unwanted, recurring recollections of the crime that interfere with daily functioning. Difficulty trusting others describes a breakdown in a client's sense of safety in relationships following victimization. Onset, severity, and a client's relationship to the crime — as a direct victim, witness, or family member — vary considerably across these presentations, and CVAP counselling addresses this full range.

Therapeutic Modalities

A Registered Clinical Counsellor draws on multiple trauma-focused modalities to structure CVAP counselling sessions around a client's specific experience. Trauma-Focused Cognitive Behavioural Therapy identifies and restructures the distorted thought patterns that frequently follow victimization, such as excessive self-blame. EMDR processes traumatic memories directly linked to the crime, using structured eye movements paired with guided recall to reduce the memory's distressing intensity. Grounding techniques provide immediate tools for managing hypervigilance and acute distress between and during sessions. Safety planning addresses a client's practical safety concerns following the incident, building a concrete plan for situations that trigger fear or distress. Psychoeducation on trauma responses helps a client understand that their reactions represent a common response to victimization rather than a personal failing. A counsellor selects a modality, or combines modalities, based on the client's specific presentation and stated goals.

Session Formats

Crime Victim Assistance Program counselling sessions occur in more than one format to accommodate a client's scheduling and comfort. An in-person session takes place at the counsellor's office and runs 50 to 60 minutes, matching the standard clinical hour used across most Registered Clinical Counsellor practices. A virtual session delivers the same clinical content by video call, extending access to clients who prefer the privacy of a home setting following a traumatic event. Many practices offer a free 15 to 20 minute consultation before the first paid session, allowing a prospective client to ask questions and assess fit with a specific counsellor. Once a client begins regular CVAP counselling, session cadence typically follows a weekly pattern in the period closest to the crime, before shifting toward a biweekly or monthly cadence as symptoms stabilize.

Client Populations

Crime Victim Assistance Program counselling serves a range of client populations, each shaped by a distinct relationship to a qualifying crime. Victims of assault represent a population processing the direct physical and psychological impact of an attack. Victims of robbery bring concerns tied to the violation of personal safety a robbery produces, even without physical injury. Witnesses to violent crime represent a population processing trauma from observing harm to another person. Family members of crime victims bring concerns tied to supporting a loved one while processing their own response to the crime. Individuals processing a historical crime bring concerns tied to an incident from earlier in their life that continues to affect their present functioning.

Practical Considerations

Several practical factors shape a client's decision to begin Crime Victim Assistance Program counselling. Eligibility depends on the specific circumstances of the crime and the program's approval process, generally requiring the crime to have occurred in BC and been reported to police. Many Registered Clinical Counsellors bill the Crime Victim Assistance Program directly for approved claims, meaning eligible clients access sessions at no out-of-pocket cost rather than paying upfront and seeking reimbursement. Counsellor credentials — most commonly the Registered Clinical Counsellor designation issued by the BC Association of Clinical Counsellors — establish the minimum training and ethical standard a client can expect. Session length remains standardized at 50 to 60 minutes across the large majority of CVAP-funded appointments. Clients confirm the specific eligibility and billing details of their claim directly with the program and their counsellor.

Crime Victim Assistance Program Counselling Addresses Both The Psychological Trauma And The Practical Safety Concerns Following A Crime

Crime Victim Assistance Program counselling treats crime victimization as producing both psychological and practical effects, rather than addressing emotional distress in isolation from safety concerns. The psychological dimension includes intrusive memories, hypervigilance, and difficulty trusting others, which EMDR and Trauma-Focused CBT address directly. The practical dimension includes a client's real safety concerns and avoidance patterns following the crime, which safety planning addresses through concrete, actionable steps. A counsellor tracks both dimensions across a course of treatment, since processing the psychological trauma alone, without addressing practical safety concerns, frequently leaves a client's daily functioning still constrained. Addressing both dimensions concurrently distinguishes CVAP counselling from support that focuses on emotional processing alone.

A Registered Clinical Counsellor Delivers Crime Victim Assistance Program Counselling In British Columbia

British Columbia regulates counselling practice through professional associations rather than a single government college, and the Registered Clinical Counsellor designation, issued by the BC Association of Clinical Counsellors (BCACC), represents a widely recognized credential for Crime Victim Assistance Program counselling in the province. An RCC completes a graduate-level counselling degree and meets ongoing continuing-education requirements to maintain the designation. The Crime Victim Assistance Program recognizes qualifying practitioner credentials for direct billing purposes, which affects a client's ability to access sessions without upfront payment. Other credentials, including Registered Social Worker (RSW) and Registered Psychologist, also qualify a practitioner to deliver CVAP-funded counselling depending on the program's specific requirements.

EMDR Supports CVAP Counselling By Processing Traumatic Memories Directly Linked To The Crime

EMDR applies a structured protocol that pairs guided recall of a traumatic memory with bilateral stimulation, most commonly guided eye movements, to reduce the memory's distressing intensity over repeated sessions. The approach specifically targets memories tied to a discrete traumatic event, making it well suited to processing a specific crime rather than a diffuse, ongoing stressor. A counsellor using EMDR guides a client through identifying the target memory, associated negative beliefs, and desired alternative beliefs before beginning structured processing. The memory-specific focus of EMDR distinguishes it from broader talk-therapy approaches, offering a distinct pathway for clients whose primary concern centers on a specific traumatic incident.

CVAP Counselling Sessions Typically Run 50 To 60 Minutes

The 50 to 60 minute session length reflects a long-standing clinical standard across CVAP counselling practice, applied consistently whether the session occurs in person or by video. This duration provides sufficient time for a safety and symptom check-in, focused trauma-processing work, and a closing period to ground the client before the session ends. Sessions shorter than this standard typically function as consultations rather than full therapeutic appointments, while trauma-processing work in particular benefits from the full session length to allow adequate grounding time afterward.

Eligible Clients Access CVAP Counselling At No Out-Of-Pocket Cost Through Direct Billing To The Program

The Crime Victim Assistance Program funds approved counselling claims directly, allowing many Registered Clinical Counsellors to bill the program rather than requiring a client to pay upfront and seek reimbursement. This arrangement distinguishes CVAP-funded counselling from the standard private-pay or extended-health-insurance model used across most other counselling services. Eligibility and the specific scope of covered sessions depend on the individual claim and the program's review process. Clients confirm their specific eligibility status and any billing details directly with the program and their counsellor before beginning a course of CVAP counselling.

Common Misconceptions About Crime Victim Assistance Program Counselling

Misconception: CVAP Counselling Is Only Available To Victims Of Violent Crime The Crime Victim Assistance Program extends eligibility to a range of crime types beyond violent offences, including witnesses and certain family members affected by a qualifying crime. Eligibility depends on the program's specific criteria rather than the severity of the crime alone. CVAP counselling serves a broader population than violent crime victims exclusively. Misconception: A Crime Requires A Same-Day Police Report For CVAP Eligibility CVAP eligibility criteria address the reporting requirement without imposing a same-day reporting deadline. Clients processing a crime from earlier in their history retain a path to eligibility depending on the program's specific rules. The exact reporting requirements depend on the current program guidelines rather than a strict same-day rule. Misconception: CVAP Counselling Requires The Client To Pay Upfront And Wait For Reimbursement Many Registered Clinical Counsellors bill the Crime Victim Assistance Program directly for approved claims, removing the need for a client to pay upfront and seek reimbursement. This direct billing arrangement distinguishes CVAP-funded counselling from typical out-of-pocket private counselling. Clients confirm the specific billing arrangement with their counsellor and the program. Misconception: CVAP Benefits Only Cover A Single Counselling Session CVAP benefits typically support an ongoing course of counselling sessions rather than a single appointment, subject to the program's approval and review process. The specific number of approved sessions depends on the individual claim and program guidelines. Ongoing sessions remain available to eligible clients throughout their approved benefit period. Misconception: Family Members Of Crime Victims Cannot Access CVAP Counselling The Crime Victim Assistance Program extends eligibility to certain family members affected by a qualifying crime, not only the direct victim. Eligibility for family members depends on the program's specific criteria for the crime in question. Family members affected by a crime have a potential path to CVAP-funded counselling support.

Ongoing Debates in Crime Victim Assistance Program Counselling

Clinicians disagree on the timing of EMDR processing for crime-related trauma. Proponents of early processing cite faster symptom relief, while proponents of a stabilization-first approach cite the risk of processing traumatic material before a client has adequate coping resources in place. Practitioners similarly disagree on default modality selection. Some treat Trauma-Focused CBT as the default modality for crime-related trauma, while others favor EMDR for certain presentations, such as clear single-incident trauma, citing efficiency. A related debate concerns treatment structure. Some researchers support a structured, protocol-driven approach to trauma processing, while others argue a more flexible, client-paced approach better respects the unpredictable course of trauma recovery. Clinicians also debate treatment focus for witnesses compared with direct victims. Some treat witnesses to a crime similarly to direct victims, while others argue the therapeutic focus differs based on whether a client experienced the crime directly or witnessed it happen to someone else. Finally, practitioners disagree on the timing of safety planning. Some place safety planning in the very first session, while others build rapport and trust first, arguing this produces a more effective safety plan later.

Components of Crime Victim Assistance Program Counselling

A CVAP counselling course begins with an intake consultation, a component that establishes the presenting concern, relevant history related to the crime, and the client's initial goals before the first full session begins. EMDR functions as one component among the broader set of trauma-focused modalities available within CVAP counselling, selected based on the client's specific presentation. Safety planning functions as a component of the coping strategies taught in session, giving a client a concrete plan for situations that trigger fear or distress. The 50-minute session functions as the standard clinical unit that makes up a full course of CVAP counselling, repeated on a weekly or biweekly cadence over the treatment period. Direct billing to the Crime Victim Assistance Program functions as a component of the payment structure specific to this service, distinguishing it from the standard private-pay model.
